Sounds like your contactor is sticking in your outside unit. They could be welded shut.

Compresure won't turn on when ac is asking for it

This could be a capacitor issue, the run capacitor is what starts the fan in your outside unit. Go to the back of your outside unit and look inside the access panel with the electrical warning sticker on it, if the capacitor is bowed up at the top, it needs to be replaced. If it turns out to be the capacitor, follow this link for a new capacitor replacement kit, it will save you hundreds of more dollars than calling an HVAC repair company to charge you a fortune. The kit also comes with the proper tools and parts needed as well as detailed instructions on how to replace the part yourself. http://hvacrepairkits.com/index.php/content/article/68
I hope this helps!

Outside unit won't come on. Drain pas appears dry/.

if nothing comes on (on the outside unit) when you turn on AC (and the inside unit runs ok) I would check the fuses and/or the breaker for the outside unit. I would suspect a fuse blown or a breaker tripped. It's also possible that your 'low voltage' (24V) thermostat wire has been cut (by lawn mower) or chewed into (by dog). If the problem is the low voltage wire you can easily splice it back together - just be sure all power is off.

The central air turns on, but does not cool. The fan outside of the house is not moving. Is there a switch I need to use to turn the outside fan on?

There should be an electrical box next to your exterior unit. Open it up and there should be a pull handle on an electrical bridge. Usually when it is turned one way it will make an electrical connection and if it is rotated 180 degrees and plugged in it won't make an electrical connection.

Can i run the fan on my inside unit if the outside unit is not working

You should be able to run the fan on the inside unit if the outside one isn't working. If you're worried, turn off the circuit breaker for the outside unit. If you don't know why the outside unit isn't working, check the circuit breaker at the breaker panel, check the breaker inside the box that electrically connects to the outside unit, and check the outside unit for a reset button.

A/c unit not working. Have thermistat set on 65 and temp. in house is around 85. check the breaker box for the house and it have not tripped

You must make sure that there is power to both the inside unit and outside unit. Is the room air blower blowing? If not you have either a plugged filter, iced up coil, the access door is not quite closed or there is no power to the unit. Is the outside unit fan turning? If not, you either have no call from the thermostat, the fan is broken or the unit has no power to it. I would turn off the breaker to the inside unit and switch the breaker near the outside unit to off and let them sit idle for 5 minutes. Switch both breakers back on and chect to see if the outside unit turns on. Then check the indoor unit and see if this starts blowing. Let us know what you find.

No cooling after power out, indicator lights pattern not in manual

The Mitsubishi units have to be reset by turning off the indoor units by switching the remote or thermostat to off. Then turn off the breaker to the outside unit(s). After 30 seconds, turn on the breaker and then you can turn on the remote for cool. If no lights come on on the inside units, most likely you have blown a fuse soldered on the main PC board. At this point, call your technician. A goos tech will be able to wire in an in-line fuse holder so if it should happen again, you can easily replace the fuse. If you do see a light or two come on at the indoor unit but the outdoor unit does not start after 3 or 4 minutes, sounds like you will need to call a technician. Most likely you have a blown fuse on the main PC board of the outside unit. It is not an easy one to replace. Good Luck!
