Check your water pressure switch. There could be a clog or it could be defective. I think Id remove it, turn on your filter pump and blow out some water then replace it. You can check the switch with an ohm meter. Remove the leads from the switch. With the pump on, the switch sould read "short". With the pump off, the switch should read "open".
For your heater to work, you must have fuel (gas or what ever) and you must have water pressure (your circulator pump operating).
