Cannot find installation instructions for outdoor sensor light model SL 6012RX. Has a wireless motion sensor. Have Light base wired to wiring, switch is on and cannot get to light up from motion.

You need two switches. It sounds like the Electrician set up the junction box for two circuits(Lights and Fans). i say this because your supply has 4 wires, Red , Black, White and Bare. We may be able to oversome this with one Lutron Switch. Allow me to investigate, and I will be back.

Based on what you've written, it should be black to red, white to white, and green to green. If you still have trouble, post a picture so I can have a better look of this photo-cell.

Depends on whether you want the pilot to glow when the circuit is live (the main light is on) or to glow when the circuit is off. (The switch can be used either way, and I have used this switch in both configurations at different places.)
The wiring diagram is on the inside of the box.
In indicates that if you want the pilot light to glow when the circuit is off, then you only need two wires (the live and the return, usually colored black and white, respectively). However, you also need a ground. The instructions say that you need the ground for safety (and probably legal code) reasons, but I suspect that, without the ground, the pilot light won't work in this configuration.
However, if you want the pilot light to glow when the circuit is on, you probably need a three wire configuration (plus the ground).

As far as I know no one makes an AC outlet power dimmer because it is unsafe and you do not know what someone may plug into that thing if it were available, which could be a fire hazard and the reason it is not made in the first place.
But to answer your question, yes it is possible to use a dimmer on halogen lamps, and in fact they last longer when dimmed slightly.
