Hi - I have these faint, blurry, horizontal lines that drift from the top to the bottom of the screen. I've had this setup for a while, this is the first time I've noticed it. Only notice in 800x600 mode.
I tried playing with the 'phase' control on my monitor...no help. No new electronics near the computer or monitor that could be interfering.
Any ideas? Thanks for the help!
p.s. I have a Dell Inspiron 3000 with a Dell 17" LCD Monitor, and Intel Graphics Card, and am running Windows XP SP2 with the latest updates

- Thanks Benimur. It does go away with another screen refresh rate... unfortunately I can't leave it that way because the computer also outputs to an HDTV that can't handle anything other than a 60Hz signal.
Since the interference pattern shows up on the TV also at 60Hz...I'm guessing you're correct there is some interference somewhere. I will try messing with the power supply, and the power strips the computer / monitor / tv are plugged into. Hopefully I can isolate the problem/

It is possible that what you are seeing is 60 cycles AC hum, but then again it may not.
Perhaps you can try increasing your Screen Refresh Rate to any other setting other than 60 Hertz. (Display Properties/Settings/ Advanced/Monitor)
If that does not work, you may need to check your wirings and/or the power supply of the monitor with particular attention to the filter/power capacitor.
Hope that this be of some help/idea. Pls post back how things turned out or should you need additional information.

Glad to be of some assistance.
Additionally, you can try reversing the way the AC plugs are plugged in to your power strip (if it will allow you to).
I had the same prob with new Benq MB2400HDB. I swapped the VGA cord that came with it, which was much thinner, with my old VGA cord which I think came with my old 17 inch Dell and all started working fine. I was thinking of using the Dell cord at the start simply because the Dell cord looked better quality but thought I should obviously use the cord that came with the Benq.

I had this issue. It appears to be a grounding problem. I was able to eliminate simply by plugging the monitor into a different power strip. It was plugged into a surge protected one but plugging into a normal one seemed to resolve it.
