To isolate the issue, you need to check first if you'll be getting a blurred display as well on BIOS. To go to BIOS all you have to do is to keep on tapping F2 button immediately when you turn on your computer. You'll be getting the setup utility, when you're already inside BIOS please observe the appearance of the display. Are you still getting blurred display?
- YES - then, we can say that this is a hardware issue. You're graphics card might need replacement already.
- NO - then, this is just a software related issue. And this can be fixed by updating/reinstalling the driver for your display. Kindly follow the steps below on how you can reinstall the driver for your video:

Underneath video are all the drivers for video kindly make sure to select one that corresponds to your Operating System (ex. Windows 7 32bit). >
Just click on the name of your driver and then hit on download
After the download is complete, install
