It has to do with the electrical load that each ringer imposes on the line. Each set has a limit on how many handsets you can register with it. If you look on the bottom of the base you will see on the identification plate a data item called Ringer Equivalence Number or REN.
In telecommunication, a ringer equivalence number (REN) is a somewhat arbitrary number which denotes the electrical load a telephone ringer has on the line.
Please try this first (Reset the phone which requires the ringer to operate again with the main base)
Some Panasonic cordless phones come with up to five handsets each will need to be properly adjusted. You may need to set the main handset to synchronize with the base unit plugged into the telephone wall jack and assign special configuration numbers to the other handsets in order to properly identify each one within a specified location. One handset left in the turned on mode may make it impossible to place calls with the any of the other handsets. This will continue until either the battery dies or fails on the handset or the phone is switched off and replaced in its charger for charging again. Synchronize the main handset by pressing the MENU button on the handset, then pressing the down button IN order to select the number you wish to assign to that handset. Repeating this process if you have already done so will greatly decrease the level of errors experienced with panasonic phone
If “No link to base. Move closer to base, try again.” is displayed
even when using the handset near the base unit, the handset may have lost communication with the base unit. You need to re-register the handset to the base unit.
• Make sure the base unit is not being used.
• Have both handsets and base unit nearby during registration.
• Follow steps 1–3 listed below. You have about 1 minute to complete them.
• Confirm the extension number of the handset which has lost the communication by placing the handset on the base unit or charger.
If you re-register the handset using the other handset’s extension number, the other handset will not function.
• If the handset beeps 3 times and “Error!!” is displayed, an error occurred. Try again from step 1.
• You can stop registration by pressing [OFF] on the handset, and pressing [LOCATOR/INTERCOM] on the base unit.
1 Base unit: Press and hold [LOCATOR/INTERCOM] until a beep sounds.
• The CHARGE indicator flashes.
2 Base unit: Press the extension number (handset symbol 1 ) or (handset symbol 2) of the
handset which has lost the communication.
3 Handset: Press and hold [FLASH/CALL WAIT] until “Handset Registering” is displayed.
• When registration is complete, a beep sounds from the handset and the display shows the number. • Wait for 20 seconds after registration is complete while the handset establishes communication with the base unit.
• If the handset beeps 3 times and “Error!!” is displayed, an error occurred. Try again from step 1. • You can stop registration by pressing [OFF] on the handset, and pressing [LOCATOR/INTERCOM] on the base unit.
If you get busy tone in your Panasonic KX-TGA820 cordless phone, it may be due to any one of the following reasons:
1)The called handset is in use.
2)The handset you are calling is too far from the base unit. Check whether the base unit is not so far from the handset
3)There is no handset registered to the base unit matching the extension number you entered. Try to re-register the handset to the base unit again, To know details regarding registering and re-registering, please refer page 38 of the manual, which you can download from the link given below
4)Other units are in use and the system is busy. Try again later. Try to check whether the other units are not using your base unit

1st) you must identify the ranking order of your handset. Put all your handsets in the main base cradle and it will tell you which phone is your handset ie: (1) (2) (3) (4). (if you are reseting a handset, chose a number that is missing to reset your phone to) Now, with NO handsets in the main base cradle. Hold your phone and press "menu", then key in the numbers 00. Now, don't do anything with your handset just now. Go to the main base cradle. On the bottom, where it says"locator" press the select button until you get the desired phone rank needed. H1,H2,H3 etc... Now, press and hold "call". (The charging light should start flashing) Now, on your handset press the "OK" button on the top upper right corner. Your phone should now be working!
