There are several things that can cause this. Basically your laptop freezes during POST (power on self test). This happens when one or several hardware components do not pass through the test. It can be RAM, processor, motherboard. Not so likely but still possible because of a failing hdd, cd drive or even touch pad (I had this once on a Toshiba A45 laptop). So if this laptop is still under warranty it is definitely the case when manufacturer should fix the issue. If it is not under warranty it would be hard to determine the problem without testing your system and each of its components.
