Here is the procedure for resetting the Toner flashing light on Brother HL-2140 (sources for other answers here and self testing - specific to HL-2140)
Open the front cover and leave open.
Turn the printer off.
Hold the "white button" while turning the printer on. (All panel lights should be on.)
Release the "white button".
Press the "white button" 2 times (Pause, wait for all lights to come on.)
Press the "white button" 5 times. (All lights to come on again, then go out.)
Cancel "maintenance driver" install, if prompted
Close cover.
Power cycle printer.
This will:
reset the toner light (stop blinking)
restore the printing darkness (when toner light flashes, printer prints lighter to save toner)
If light is blinking it can mean a few things like the toner/developer (TD Cartridge) needs to be changed soon or the drum needs to be changed or there is a paper jam or misfeed of paper.
Have you tried to unplug your printer and plug it back in, that will force the printer to re-check all its settings and it should notice that the toner is now full.
There are actually some certain meaning on the red light and green
light showing different information to user. The summaries are: 1) Green On, Red Off = Printer Ready. 2) Green Fast-Flashing, Red Fast-Flashing = Printer warm up. 3) Green Fast-Flashing, Red Off = Printer off-line. 4) Green Slow-Flashing, Red Off = Processing Data. 5) Green Off, Red On = Cover Opened, Toner Empty or Developer Unit / Drum unit missing. 6) Green Off, Red Fast-Flashing = Paper Jam or waiting for jam reset. 7) Green Off, Red Slow-Flashing = Paper Empty or Paper tray is not inserted. 8) Green Off, Red Off = Printer power is off. 9) Green Very-Slow-Flashing, Red Off = Printer in sleep mode. 10) Green (any condition above), Red Slow-Flashing = Toner low or paper empty.
So what is your printer condition? Better know what is going on your printer so can solve the problem.
Re-installing the print driver will not solve a flashing light. If the printer is functionally ok, it will come to ready simply by plugging into the wall. It sounds to me like a fatal error at this point.....could be a long list of things, but I would lean towards a formatter board. bottom line with this printer at this point in it's life is, if it doesn't work, it's not worth fixing. Replaceable for about $100.

If you turn off the printer and turn it back on, do you get any noises, ie motor noises, or does it instantly go to all lights flashing? If you get no noises this usually indicates a board fault and you should look for a new printer.
