Running too rich will be either the needle in the carb is leaking, or the muffler/spark arrestor is blocked with carbon, or the air filter is blocked, all assuming the carb screws have not been touched.

Usually the diaphram is wore out. It is a relatively inexpensive part. Does it run better with a little choke? If the answer is yes chances are it's the diaphram. Also sometimes the adjustment screws can move. There are two, one for low speed, and one for high. With the engine warmed up make small movements on the screws (some are marked low, and high) in, and out adjust til the engine runs at its optimum.

Sounds like somewhere you have a air leak. Most likely it's somewhere near the carburetor intake or maybe the carb itself. Could be a line from the primer if it has one and i do believe it should that could be leaking or loose. Good luck.
