What version of IE are you running?
Here's one post that may be related to your issue. That's a possible fix, I guess.
But I'm thinking either your installation of IE is problematic, or you have some add-ons that are causing a problem.
Begin by cleaning out your temporary internet files, cookies, browser history, etc. Check IE. Then try starting IE without add-ons, by right clicking the icon on the desktop, or go to Start>All Programs>accessories>system tools>IE without add-ons. If it starts well and runs ok this way, you'll need to locate the problem add-on and disabling or uninstalling it. (See this article.)
Still not working? You could try to go to Tools>Internet Options>Advanced and Restore to default settings...That may repair the function. If it doesn,t then go here and check out the IE troubleshooter.
But more likely you'll need to uninstall IE and reinstall it.
