Sounds like water hammer when water stops flowing abruptly it will "hammer" in the pipe the solution is to have a bounce tube above your faucet this gives the water a place to lose energy.

1 inch of water is probably not enough water to set off the pump. The water level must be high enough to float the switch ball beyond 90 degrees of level before it will activate the pump. The pump will not evacuate all of the water there will always be some water left in the tank this prevents the pump from a dry start.
