When I turn my camera on the msg that the card is not initialized appears, I have also hooked the camera up to my computer. Is there an item in the software that will allow me to initalize the card?
Yes, if you go to "My Computer(XP) or "Computer"(Vista) and right click the slot where the card is inserted you'll see all the options, choose "format" and check "Quick format" you'll be all set after that. If not your card is faulty and must be replaced.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa.
First download the latest drivers for your camera, then turn camera on, then hook to USB. (camera screen will look black) while it is hooked to pc. Then transfer your pictures or sync device with media player
try formatting it in the computer, then initializing it in the camera. It's possible that the camera can only handle memory up to 1Gb. Try a 1g CF card.
Take it out and try again. Buy a cheap USB card reader for the card and try that. Try putting the card back in the camera and hooking the camera to the computer.
Turn the camera viewer on (on your finepix 3800, it is the middle position where you preview photos). Press the "menu" button and you will be presented with four options, and the top option is FORMAT. Select format and your card will be usable again. Two things to keep in mind. Any pictures on the card will be lost, and when you press the menu button as I described it may take a few seconds before those four options appear. As an FYI, the most common cause of the card needing to be reformatted is when the pictures are loaded to a MAC computer and the USB cable is pulled before you eject the camera.
If you have no data on the memory card, you should hook up the card to the computer. If your computer doesn't have a slot to insert your memory card, hook the camera up to the computer. Then format the memory card (if you don't know how to do that, reply and i'll type it out for you...)
You may have a video resolution selected on your computer that the screen doesn't support.
The reason you see the the initial startup message is because that is loaded from the bios, prior to the settings for the graphic card output being loaded.
Try booting the computer in safe mode and adjusting the display resolution.
it sounds like the cards is know good. It happen to me once if you take the card out of the camera before turning it off it can destroy the card. Then the card is know good at all. The camera will not be able to read it or the computer.
