Question about John Deere Garden
Well if the transmission on the tractor is anything like one of a car or small engine mower it has a brake unit on it. which stops the engine from moving while off so that the unit will not move on you. The key is most likley your main and only problem. You would have to try to remove the cylnder, this may be hard since the key will not go back in, usually you need the pins to be aligned by inserting the key to remove the cylinder. I would try using a pick or flatened paper clip to try to realign the pins so that you can get the key back in, and once you have it back in, remove the cylinder, and replace it, or soak it in some p.b blaster and then graphite it once clean. you should graphite spray it once a season as part of your maintenance routine. anything else please ask.
