Do you mean locked or blocked. Locked is when it only works on a particular network. If you have done something like entered a password wrong three times then it is blocked. For this you need to contact your service provider and ask them for you PUK code but for this you will need your imei number. you can find this under the battery or by dialling *#06#. You may not be able to dial though because it's blocked. Once you have the code from your imei, usually an automated service, enter the code given and you'll be able to unlock your phone. You may have to borrow a friends phone who is on the same network as you to call the customer service line.
