When you "view available networks" on your laptop, do you see the SSID for your router as being present? What's the "signal strength" (poor? none?)
Have you tried powering-off the router, waiting a few seconds, and then powering-on the router, and then retrying on the laptops?
Have you tried an Ethernet cable directly between the network-port on your laptop and one of the LAN ports on the router? That should give you a fast connection, because it is not "wireless".

Weird. Did they wrap your entire house in metallic foil, to "block" signals from the cell-phone tower to reach inside your house, to your phones?
If not, why has the signal-strength dropped so much?
What happens if you take your cell phone just outside your home? a few houses away? a few blocks away? a few miles away? Does the signal-strength increase "sharply" at some distance?
With your cell-phone, walk all the way around the outside of your house, to see if there is a "good" side or a "bad" side. Repeat on the inside, and see if you can draw a "map" (4 bars here, 1 bar there).
