If it's hydrostatic it wont move you need to find the dump valves to release the pressure these are located around the drive wheels

Touro riding mower can u push this mower by hand

hydro-static mowers, you will not be able to push. if it is a gear-driven mower (if you need to put it in 1st, 2nd, 3rd... etc) then you should be able to push it when it is in nuetral. if not, then check the shifter linkage for binding. all riding lawn mowers now have seat switches that will shut the engine down if there isn't anyone in the seat.

Craftsman 917273482 will not shift into gear, and I can't push it because it won't disengage

If there is too much play in the drive belt due to belt stretch or linkage wear, the belt will be too loose to drive the tranny but still cause the tranny input shaft to rotate preventing it from being put into gear.
Do the gears grind when trying to put into gear? With engine off you should still be able to push the machine if you put it in neutral. Unless, of course it is a hydrostatic transmission, in which case there should be a lever to push/pull which will put the hydrostat in neutral. This is all assuming that it is a hydro and while running the machine won't move when putting the drive lever into forward or reverse.

Sound like a safety switch has gone bad. Either the clutch or seat switch are bad.

Lawn tractor won't move when put into gear

First, check the tension of the drive belt. There should be an idler pulley which is spring loaded that creates the tension. When you push the clutch in, it will release the tension. Also, check to see if the rear wheel hubs have set screws which lock them onto the axle Make sure they are tight.

Ichanged the rear drive belt on my 17 hp

Ok, I see it's and MTD product. Did you replace both belts? The front belt is #954-0280 and the rear belt is # 954-0370. What I would suggest is remove the cover plate between your legs. You'll have to remove the shift knob and two screws. Start the engine, put the gearshift in nuetral and let out on the clutch pedal and observe what's happening. Everything will be working the same as if you were in gear. You should be able to see if there is a problem with one of the belts or the vari-speed pulley. Put the speed selector in 7th (or 6th) gear and push the clutch down then back up, and watch what going on. That's the best I can do without seeing it myself. Hope this helps.
