R22 has been banded by the EPA.. All units, no matter where they are in the USA, now use R134a refrigerant.

I think compressor needs to be replaced, ac unit not pumping any cold hair in the house. I have a weatherking a/c model 10AJA3001, how much eventually it would take to replace it?

You're looking at around $800-$1000 to replace the compressor and if the condensing unit has some years on it (say 12 or more) it would probably be cost-effective to think about a new one, except for the fact you'd probably have to change the evaporative (inside) coil - to match the new condensing (outside) unit because chances are - your old unit is R-22 and you're going to have to put in a condensing unit that will be using a different refrigerant.
All that being said - I would try to find out the reason your AC is not cooling and hope it is a minor problem that can be easily repaired.

Please let me know ,how many BTU or tons from this weatherking mo#RAWD-75CAS and sl#5382G169700042

I would have to say you have a 3 1/2 ton unit. Normally, we go by the model number, but I don't see anything in that number that would come close. There are 12,000 btu's per ton of cooling. so, going by the 042 it would be a 3 1/2 ton unit.

My weatherking outside compressor isn't big enough to handle my cooling needs. It is 1.5 ton unit, can I put a bigger ac unit onto this one without changing my heating system which is sufficient?

if your indoor unit is 1.5 ton the answer is no
if your indoor unit is 2.0 ton then you can jump to that size.
Note :your duct system may have been designed for a 1.5 ton and may need to be reconfigured for a size increase.
Your hvac contractor should know this?
