This is most likely caused by faulty gas valve coils. These electrical coils are right above the gas valves and when energized, these solenoids open the gas valves and permit the burner to light. Faulty gas valve coils are a common cause of "cycling". It is recommended that if any coils are suspected of being faulty that both (all) be replaced at the same time.
