Inno3d 9400gt graphic card problem garbled distorted display

I just bough a brand new pci express 9400gt DDRII (512mb) for a low end games.I have Intel DG31PR board witha 16x pci express and Samsung syncmaster 920nw.The problem is that even after cleaning the board and recheching all wires and connectors several times,I am unable to get a clear display from my card. The display that does come is garbled with strange lines, sometimes a portion of desktop freezes completely but the computer keeps working.I have alos upgraded my psu to 400 watts from 250 watts previously but the problem persists. The card does not require any external power connector and to my knowledge I have placed it in the appropriatre way.Mostly at the windows boot screen, the xp logo is also streaked with strange lines.
Please help me with this problem.

I have intel-945GM express chipset, and i need to play a game that needs shader model 3 please advice

firstly you need to have a pci express graphics card inorder to play new games. Intel chipsets are NOT for playing games!! You should get at least a Nvidia 8600gts or ati 3650 or similar to game properly- presuming that you have a pci express slot. Be warned that if you get a new graphics card dont go by the series eg, 8 series or 9 series- a 8600gts is better than a 9400gt. A nice graphics card for the money is the nvidia 9600gt. Good luck upgrading

COMPUTER GOES SHUTDOWN WHEN PLAYING HIGH-END GAMES

If your mobo wasn't compatible with your video card, you wouldn't get a screen at all.
Yes upgrade your directx to 10
and yes upgrade your power supply to a 650Watt or greater.
The problem is most likely that you have a low wattage PSU and
when your vcard request more power to run higher graphic games than the
Windows Interface, your computer shuts down because it doesn't have enough power to give.
