Question about Toshiba Satellite A135 Notebook
The first step would be to swap Charger. Use this charger in a different model and make sure that the charger is working.
Then, make sure Battery is working. Remove the battery and then plug in the notebook with the help of charger directly. If you do not face any problem, then it confirm that the Battery needs to be replaced unless we need to further investigate.
-Have you ever noticed of the system date/time being changed automatically?
-If it is set to power saver scheme, for how long it runs on battery, without the charger/adopter?
Please try the following:
Run the laptop off battery in power saver mode, it should run for about two hours. When the battery charge is about to completely drain out. Shut down it. Connect your adaptor, fully charge the battery, without switching on the laptop. This procedure will recallibrate the battery.
When the battery is fully charged again, start your laptop off the battery, and check if it improved anything, or remained the same. There is a application called vista Battery Saver available for extending battery power in Windows Vista.
It disables all the power eating applications that Vista features like the Aero interface. It also automatically switches back to a different power plan as soon as you plug your laptop back in.

The observations I am able to make about your problem is this:
1 Your computer seems to work fine in power saving mode - This implies that your battery is not causing the trouble. Also you did replaced your battery with no positive results.
2 Your computer seems to work fine when plugged in and the battery seems to charge properly - This implies that the charger is fine.
So there is only one thing that is causing the trouble - The OS itself. If possible try a fresh install of Vista, and please try to avoid Aero themes or sidebars. This things eat up a lot of battery power
If it does not solve the issue, the next step would be to Install Windows.
