doesn't shred... nothing appears jammed... motor humms but doesn't engagein either shred or reverse

Shredder runs in reverse & appears ready to run normal. When placing paper in to shred, it appears a sensor immediately shuts it off & it will not shred, but reverse will still work. There is no jam that I can see.
