Question about Toshiba (K000019660) Motherboard
FIRST THING you should do is buy a new motherboard cmos battery. If that doesn't work or your time is not correct, then you will want to
unplug the power supply, after turning the thing off of course.
Then short out the CMOS jumper pins. Most boards have a way of shorting out the CMOS. It clears the CMOS which is related to the clock some how. It does not affect the battery. The shorting out process is very quick, like less than ten seconds should do it.
Then normalize the CMOS jumper to its original working position and the CMOS clock should start running, this time for good. Yes, go through the start up procedures.
I don't think you have any complex issues, but one never knows. You'll of course have to reset your cmos entries, including the clock, to what you want them to be.
So, I recommend looking at your boards manual and search for "clearing the CMOS" information.

It seemd that your power cupply unit ie, SMPS unit has been damaged, try replacing the power unit to get proper 3.0 vdv voltage, This is the only solution for this,.. If you are electronic expert try trplacing the 10ohm resister situted near 9 big black capacitor, this shoild solve your problrm
