The 120-240 power simply means the supply of your TV can be plug in to 120 Volts AC to 240 Volts AC that will come out to your outlet.For example your outlet is 120 Volts AC you can plug in your TV in there.In short your TV supply is auto-volt.

If you are getting no power what so ever then it is your Power supply. After you replace your power suppy there is a red switch on the back of it. You can change it to 240.
400 is a very odd voltage. You could use a stepdown transformer from 400 to 240, but that would be a very large transformer no matter what voltage you are starting at.
This must be a European or other country as the common USA voltages are 120, 240, 277, 480, 660 fior example.
If the label on the charger says something like INPUT=100-240V AC you can use it on all voltages in that range, if the maximum voltage in the label is 220V or higher there is no problem to use it on Germany, if it's 120V or 150V then you need a 220 to 110 volt travel transformer like this one, you can find these travel adapters from about $5 at eBay or at electronics stores. Remember to ask for 220 to 110 (are the same as 230/115) and NOT 110 to 220.
