Had a similar issue. Went into my desktop video settings. On the advanced tab, Turned down "Hardware acceleration" 1 notch. Screen has been clear and clean since. I assume my video card is feeling its age.

First check the resolution and refresh rate for your video graphics adapter. LCDs are apt to blink when not at 60 Hz. (Recently I had another client with that issue.) For Windows 7, right click on the desktop and choose Screen Resolution. Click on Advanced Settings and the Monitor tab. (Other versions of Windows will have this in a similar area or Control Panel > System > Display in some combination. Mac and Unix have this setting somewhere as well.) Also make sure that you are set for the native resolution or one supported by both the monitor and the graphics adapter.
Next check the temperature of the system. Improve the cooling of the system if the graphics card is overheating.

You most definitely have a video card problem, I have seen it many times. The AHT is different for each Macintosh, which version are you using? let me know the serial number of your computer and the version and I will tell you the correct AHT to use.
Most likely if the line appear in all screens you have a hardware issue. Reseat the monitor connection, see if anything changes. If not, try monitor on another system or another monitor on this system, see if the problem follows the monitor or the system.
If the issue stays with the system, then you will likely need a new video card. If you have Intel Integrated video, try different RAM. If RAM makes no difference, a motherboard or an expansion video card will be needed to resolve.
Which type of video connector are you using? VGA or DVI?
If you are using VGA, the horizontal line could be due to interference, like from an electric motor (fan) near the video cable.
Other thing to try is to change the refresh rate. In Windows XP: Control panel --> Display Properties --> Settings tab --> Advanced button --> Monitor tab --> Screen refresh rate. The default ot 60Hz for LCD monitors. Bump it up to 75Hz. That could give a clue to the problem or maybe even fix it.
