Check Mouse Properties.
Click Start/Settings/Control Panel .
Click the mouse icon (XP) or look for Mouse under the Hardware and Sound section (Vista) and check the settings. Look for buttons (maybe under 'Buttons' tab) and check/change the action associated with the right button. Normally this should be 'Shortcut Menu'.
