This is not a Generic problem for all HP PC Laptops.
You may want to run a battery check on the Laptop to ensure that the battery is not faulty.
Also check the charger and see if it is running hot.
If you are getting spikes from the charger, ( A/C ripple )
Depending upon how old the laptop is, you may want to remove the mouse and pointing device from the device manager and reboot unit only on battery.
Restart unit and allow it to reload mouse and pointing devices.
After completed, check mouse operation and feel.
If you are satisfied with the outcome, re-install A/C adepter and check again.
You may have removed some programs lately and in doing so, removed a portion of its drivers.
If the unit is less than two years old, email customer care and log the issue with them.
