That simply means your camera is getting power to some of the parts. There could be many things which are at fault. Did it ever have water damage. Was it ever dropped or did it have an impact of any kind? These are only some of the things which can cause internal damage to cause the camera to stop working. Make sure the battery is either new or charged to full before testing. If you can get to the menus, set all to default and test again. This simple procedure can work wonders. Not much else can be done if the camera does not start. That means it will need repair of the kind which requires the unit to be completely dismantled to possibly find the problem. In these kinds of cases, the problem may not be found. I have had a few I have worked on, and never found the problem and ended up using them for parts. Which brings me to this.. maybe you should think of selling it on a site such as Ebay for parts and buy another new one.
