The region code error has nothing to do with your TV. It is related to your DVD player's region code. The DVD disc you are playing has a different region code. Due to this you cannot play that kind of DVD. You can only play those that are with the same as the player.
Regarding the rolling of the picture, the TV and the player video systems are not set to work with each other. Video systems are NTSC, PAL, PAL-SECAM, NTSC-M and others. Set both video systems the same or you can just simply set your TV's video system to AUTO if available.

You switched to PAL mode from NTSC or vice versa. Most DVDs will only output PAL or NTSC, not both. So even if the disc is region ffree, the fact that it's encoded in PAL (50hz) makes it appear like you describe - no vertical hold / black and white.

Some set top players [Apex, Phillips] will convert PAL to NTSC on the fly or vice versa.

Remember, PAL/NTSC is not the same as Region.

Code error country

insert the dvd disc from other region then the region code error will flash on the tv screen, then press the on screen button on your remote twice, then search search for the clock and set it to 0:00:00 and enter and it will automatically play.

Jensen MVB85 A8.5 dvd player

Problem: All DVDs would not play in Jensen MVB85A overhead 8.5 DVD player. Error code: "Incorrect Region Code"

FIX:

1. Use the remote to power on DVD player
2. Ensure there are NO DVDs in the drive
3. When you see the DVD logo screen, press 9653 on the remote
4. A hidden menu will open stating the region code. My region code was set to 0 and my I was receiving the error.
5. Press the "OK" button to change the Region Code to "1".

Once the region code was set to 1 all DVDs were playing.
