Question about Motorola Mobility RAZR V3

When I use the phone I get a lot of static

Out going or incoming calls I get a lot of static - almost so loud you can't hear anything else - after a short time the static goes away but then comes back

Dear Karen,
If you have a standard cell phone, the problem is likely your volume button.
The volume button controls the ringer loudness, and the same volume controls all of your calls incoming.
If your ring tone is loud, probably your volume is turned down for you to hear.
The same button controls both functions.
To change it, next time someone calls you, try pressing the volume button to "louder" WHILE they are talking to you.

When I answer a call the person on other side says there is a lot of static and it is also on speaker phone. how do I fix this?

If this is a home phone, then the static is caused by the quality of your incoming phone line. It is usually caused by bad or corroded connections.

Regarding the manual, if you would COMMENT to this post with the make and model of the phone, I will try and find an online manual.

How do I increase my ring tone volume on my Moto Razor .?

You can set the length of your incoming ring to in the Call forwarding portion of the phone. Usually, it is set to 25 seconds. It can go as high as 30 seconds. To set the ringer to be longer or shorter, it goes by 5,10,15,... set of 5 increments. up to 30.
I would also recommend to use a factory set ringtone, set the profile to LOUD or OUTDOORS. With vibrate option on. Some downloaded ringtones don't play as loud.

My motorola A1200E phone does not ring to incoming calls a master reset was done and the phone still does not ring to incoming calls

It sounds like your loud speaker which also produces the audio for your ringer has malfunctioned. This can be repaired. I recommend searching google for "cellular technicians' you need someone who can service your phone with the proper tools and not cause additional damage with static electricity. Try
