Check your display drivers properly installed or not???
Remove it from safe mode and installed properly …..
After check that the Resolution must be 1024 x 768 32 bit
Install Direct X for better resolution support ….

Simply the video refresh rate is not able to keep up with the rate in which you are scrolling, so it jumps.. check video drivers, failing that not much you can do about it
