The dispenser does not work efficiently. To me it looks like the dispenser is dirty and that is why it is not emptying itself everytime.
My question is.
How and with what would you clean this? Does it have to be taken appart and cleaned?

Remove despenser drawer, by pressing down plastic tab and pulling drawer towards you, use hot water and old toothbrush to clean all compartments, the softer compartment can come apart to clean, use knife or flat screwdriver to take apart .good luck eire.

The odor may come from several sources. Mildew may be around the door's gasket. That might be cleaned with a rag and a half bleach/half water concoction. The soap dispenser tray may have had stagnant water present. Other hose areas may be growing mildew.
Here are some things you can try:
1) Run dishwasher powder detergent once a month through the washer. Or...
2) Run 3 quarters cup of bleach through an empty hot wash cycle once a month.
3) Yes, baking soda, ye olde oder absorber, can also be tried.
3) Clean the trap (where coins, etc. may be captured). Clean the filter.
Some High Efficiency machines have "high efficiency, HE detergents recommended for them. Does the drum have a soapy coating? If so, it will likely require at least an empty hot water cycle to get rid of the excess soap which may be responsible for the smell.
Naturally, if you are using bleach to clean the the washer door, you want to clean the bleach off too before you ruin some clothes by contact.
there are 2 components to the soap dispenser, 1 using liquid soap has a little tub that you dispense soap into and 2nd you remove the tub when using powder soap. I assume that you are talking about the little tub is filled with water. How this works is by adding water to the tub the level rises and siphoning empties the little tub. If any water remains it is due to water being added after the little tub has already emptied. That is not a big issue and will happen. Just empty the water or add some water to start the syphon process.

If you look where you put the softener in you will probably see a tube sticking up, on the tube is a cover that sits on top and if this is loose or the tube is blocked the softener compartment will not empty.
ITS NOT THE DRAW THATS NEEDED CLEANING ITS THE JETS ABOVE IN ROOF OF DISPENSER THESE ARE DIFFICULT TO CLEAN UNLESS YOU USE HOT SOAPY WATER AND A SYRINGE TO FORCE THE BACTERIAL GROWTH BACK DOWN THE PIPES,IF YOU DO THIS KEEP GOING TILL NO MORE BLACK STUFF COMES OUT THEN TRY IT IT SHOULD WORK LEAVE THE DRAWER AJAR WHEN NOT IN USE THIS WILL CUT DOWN THE MILDEW GROWTH.
Hello, to answer your question, it depends. Are you using liquid detergent or powder? How dirty are your clothes? How bulky are your clothes?
For average size clothes and normal dirt I use about a cup of powder. If the clothes are dirty and/or bulky I just hit the "water plus" button. These machines are so efficient you don't want too much soap, just add water.
If your using liquid make sure it's approved for front load washers and use it sparingly. The most I have put in is about half up on the dispensing cup in the washer. Remember to remove this if your using powder. Any more questions just ask. Good luck.
this may be due to a faulty solenoid, if the cold water is flowing into the machine under normal use at the start, then check the solenoids as the conditioner has its own,
the solenoids are just behind the body where the water pipes fit to the machine, they have 2 wires on each one, and are tested for circuit when machine is unplugged.
