This is only a external program handler for ATI display driver for Hot KEy feature. You can disable it while rebooting from services.msc. Then retry your gaming

It goes black because the monitor you are using does not support the resolution you are trying to force through it from the video card. Start at 1024 X 768, if the screen shows on the monitor than that is a good start. If it doesn't then I would suggest getting on the manufacturer's web site and downloading the latest drivers. I'm pretty sure you are dealing with a driver issue.
I would go the www.amd.com web site. They now own ATI and have a section for ATI products. Find the support page and then find a user's forum. Chances are someone else has already had your problem, and a solution exists, or open a problem case. It may cost you, depending on whether or not your ATI card is under warranty.
Another option you may try while you wait for a solution from the forum, or ATI, would be for you to remove all ATI software, and reinstall from the CD that came with your card.

- does it work properly when u disable the online game feature (play the same game without just on your PC or in LAN-session) -goto network connections and disable every connection available besides the one u use for internet access (as u can wire up video cameras to the card via the 1394/port, this port may have been recognized as network adaptor in windows, this might cause IRQ problems and as u do not use it, it is wise to disable it)
retry now the online game / if stil the prob, came back to fixya!
Remove all traces of ATI drivers from add/remove programs and reboot before trying to install the newest Catalyst Control Center. The latest - 9.4 - does NOT have your card listed (they list the PCIe version, not AGP).
Recently ATI removed support for many of their "legacy" cards. 9.3 may be of more use to you.
To get your drivers follow these simply steps below:
First go to this website "CLICK HERE" - once
you've done that fill in all the details of your "Graphics Card" then
download them.
After you've completed the installation restart your computer
just to make everything work correctly.
Note: after you've installed the driver your resolution when you've restarted your computer will be diffrenrent and may need changing.
