There's three quick things you can try:

1) If possible, roll back or uninstall/reinstall your web browser

2) scan for spyware and viruses - Often, DNS and other server settings can be hijacked by malicious programs

3) clean up your hosts file - This is normally taken care of by 2), but just in case... In WinXP, the host file is typically located at %SystemRoot%\system32\drivers\etc\

I assume you've already tried simple things like restarting your computer and such? Weird problems like this can often be

Why can't I access my msn homepage?

I think access to the MSN Homepage is going to have to wait until Microsoft corrects the issue. I was able to access my Outlook/Hotmail/Live account by using my Chrome app in Win 7 by simply typing in Outlook Hotmail and following the link that appears and the email applications were working perfectly. I can only guess that someone crashed MSN with the idea that this is funny.....OR it could very well be related to a military attempt/experiment to see if they are capable of taking out current safety/security which is in place.
