The relay is the start device,but you need to determine if you need it,try to see if you have power to the compressor,is the compressor running,is the condenser fan motor running,is the coil under the unit clogged with dust,if the fan under the unit doesn't run it will overheat the compressor and it will go off. and if the coil is clogged the same thing goes.
 Usually if the relay is bad the compressor will make a hum and a click noise but will not actually run.about every 5 minutes..
