I just installed a newer stereo in my '01 monte carlo and am having the same problem. It was working fine when I hooked it up, but once I got my dash back together it locked.

Certain GM (AC Delco) stereos have a anti-theft system incorporated into them. If they are installed in another auto other than the original in which they were programmed to, they will lock up and not function.
The only way you can get them to work is have a GM dealer re-program the computer to accept the unit.
