Fix the water leak first. Got a sun roof? Water in the BCM will cause all sorts of funny things, to included not letting you car start and run. Fix that leak first( Like today or tomorrow), then find your BCM(body control module) , pull it out and remove the cover around it. Wipe it off with a cloth, use a blow dryer and dry it up use the dryer to dry out the plugs also, then wipe it off again with another cloth. You let moisture set in it too long, it could kill it...

OUR CLOTHES ARE NOT DRYING TOTALLY ON SETTINGS WE

From the sound of things I would say that your heating element needs replacing, they dont last for ever, its worth while getting a repair man to replace it. your dryer should then work normally. I hope this helps.
