Do you mean re-install windows? Or do you mean turn the computer on and off(restart) like after installing a program?

A few methods

CTRL+ALT+DEL

Hold down power button for up to 8 seconds

Start menu / Turn off Computer then select Re-Start.

Disconnect power and re-connect
