Can the size of the picture (height) be adjusted. The picture on the screen is too tall (vertical) and this cuts some of the top and bottom off. On a Hitachi set I had there were vertical ht adjustment knobs on the back of the set.

you would need the service manul to access the proper proceedure the cause may be caps going bad in the vertical circuit

Not easy with a older set----look to see if a physical control exists in the set for Vertical size (picture too tall) and the adjustment may only exist in a hidden on screen menu.
You need to adjust "vertical height" in the service program. You need to put the set in "service mode" to do this adjustment. If you google "enter service mode RCA F32665" you should find the procedure. It will be listed in abbreviated letters such as VERT SIZE or VERT HT. Follow the instructions for entering service mode and saving the data closely!! The data you change will be listed as a number between 1 and 63. The number will only need to reduced by a small amount and you can still see the picture behind the data and watch it shrink as you adjust the number down.Always burn the new number to memory (if required) before exiting service mode. You don't give a model number or age of the set so I can't be too specific, but there is an adjustment for picture size (it's actually termed "vertical height") in TV sets. Many newer sets make adjustments through a service menu using the remote control, but many sets have a physical adjustment control inside. I can't tell you how it is in your set, but you can take the back off and look at the circuit board. If you see a small round adjustment control (screwdriver slot for turning) marked "vertical size," "height," "vh" or something similar, that's the one. A little turn one way or the other will do the trick.
Now having said all that, it's also possible there may be bad capacitors in the set's vertical circuit. Is this a problem that just started, or that's gotten worse over time? Do you notice distortion at the top of the picture, like a person's head or other round object looking stretched out if it's at the top of the screen? If so, that's usually a sign of capacitor failure. There are a few in the vertical circuit, usually in the range of 1 to 10 mfd at 50 volts, and they commonly go bad with age. Without knowing what model TV you have I can't suggest specific part numbers.
You should have a screen resulation menu and a vertical size (high) control also on the r/c[remote control] menu.
If not you could have a vertivcal (electrical) problem. Let a technician take a peek at it.
On most TV units, there would be two (2) adjustments that affects your concern:
vertical Linearity (VLin); and
Vertical Height (VHt)
However, newer designs no longer have these adjustments since they are automatically done by the circuitry. If for some reason height is incorrect in such a system, then chances are that there is a leaky/defective capacitor in the vertical section.

After looking at the service manual, there is an adjustment for the vertical size, but it is in the service mans menu, and this is a dangerous place to be if you do not know what you are doing. I do have the two part service manual, and if you want to attempt this, you certainly can, but I highly advise against it, as I have seen peeps mess up a TV set royally this way. It should not cost too much to repair, unless the problem is not simply an adjustment and is a part going bad. Good Luck
There should be a vertical height adjustment control potentiometer near the vertical output IC on the right side of the PC board near the front section of the TV that can be adjusted to shrink the picture vertically. Be careful not to short anything out or getting yourself shocked in the process if you decide to try to adjust it yourself. Good luck. This chassis has also been known to have bad solder connections in that area also, so don't man-handle the printed circuit board roughly.
