Question about Toshiba Portege 3490CT Notebook
I have that laptop, and i haved the same problem.
This is the procedure i take, it is a little hard, but for me works:
You need: a Floppy Usb Drive, and a Dos Win98 bootable floppy disk (google Boot98se.exe). A copy of Windows XP. A desktop computer (may be needed).
First, you need to format the laptop's hard disk and copy msdos system files (MSDOS command: format C: /q /s). Then copy the I386 folder to hard disk and run C:\I386\Winnt.exe from the msdos system you installed. And then just finish the installation of XP.

A PCMCIA CD drive will work, but only some models. Toshiba makes one, and it would be your best bet.
