Reloading windows 98 on a Panasonic Tou...

I was given a Toughbook CF37 with a 6GB hard drive. I am trying to get it to work to give to a kid who has had a rough life and and thought it may be a good XMAS surprise gift.. It orignally had Windows 95 installed, but would not boot up. I formatted the hardrive and booted off the CD ROM with Windows 98 SE CD. The system does the initial load of the files needed to continue the setup, but the system freezes when it is trying to determine the hardware. I beleiev it is freezing at that point since the progress bar on the initial setup gets to 100%. I confirmed the system is freezing rather than just thinking since I need to remove the battery to shut it down. I have tried to disable and enable different combinations of peripherals in the BIOS setup. I think that windows 98 may not have the driver of drivers for certain hardware on the toughbook. Any help or suggestions would be greatly appreciated. Thanks in advance.
