You need to determine if there is voltage to the heater at the heating stage of the cycle.
To do this you need to have a test meter to check foe voltage.
Some washers also have a component called a thermistor, which is part of the heating circuit, this is usually built into the end of the heater element, and can go open circuit.
If you are not getting a supply to the heater, check for loose or bad connections from heater to control unit, if no joy, then the control unit is probably faulty.
To prove if the new heater is o/k, you could connect a direct feed to the heater by means of a 13amp plug connected to a piece of cable and check it that way, but only do this as a last resort and if you are competent to do this.
