When i start my computer in regular mode a black screen just appears
with the words "out of frequency" bouncing around on it. but the
computer lets me on sights and works fine as long as it is in safe mode
but the only problem is there is just no sound. plus it wont let me
back up and restore in safe mode and i can not find my disk to reboot
it what do i do?

computer repeatedly tapping the f8 key to enter safe mode while the screen is
black once in safe mode where the only things working will be your keyboard and
mouse allowing you to attempt to repair your computer

Enable VGA mode
Last Known Good Configuration (your most recent settings that worked)
Directory Services Restore Mode (Windows domain controllers only)
Start Windows Normally
Return to OS Choices Menu
Use the up and down arrow keys to move the highlight
to your choice
select safe mode with command prompt
Click start run type cmd press Enter
black screen should open DOS mode
this will vary depending on your operating system

This will bring up the black DOS command screen.
Type next to the administrator account the following
command: net(space)user(space) the username(i.e. johnadams) *. After typing
this command, hit "ENTER" on your keyboard.
Type in a new password in the command screen prompt
that ask you to type a password. Type the new password again once you are asked
Type the word "Exit." This will bring you
back to your login screen.
Enter the new password that you selected.
Try holding down the "F-8" key when the emachines logo appears, see if you get a prompt for "safe mode". If you can get the system up and running in safe mode, shut it back down from the start menu. That should rewrite the boot sector and may clear the problem.

This looks like a monitor problem, as the refreshing rate is set to high. Please try boot your PC in safe mode and then change the refreshing rate for lower that the monitor currently has. To get to those setting you wll need right klick your mouse on emtpy space on the desktop -> choose the last tab-> press btutton "advanced". To start PC in safe mode power on / restart computer
As soon as the BIOS has finished loading, begin tapping the F8 key
on your keyboard. Continue to do so until the Windows Advanced Options
menu appears. If you begin tapping the F8 key too soon, some computers
display a "keyboard error" message. To resolve this, restart the
computer and try again.
Using the arrow keys on the keyboard, scroll to and select the Safe mode menu item, and then press Enter.
This not necceserly need to be F8 key, depend on Operatin System verion and the PC itself it also can be DEL or CTRL key.
