Fabric conditioner still in compartment after wash

I have a Hoover hnl 7146. When cycle is finished the fabric conditioner compartment is full of water and most of the conditioner is still in there. I have taken it out and cleaned it and tried different cycles with no effect

Most washers recommend dilluting the softener with water when you put it in the compartment. It can build up and completely block it. I've had to manually remove it with anything I could find to reach it and since I've started dilluting it have had not problem.
