have you anything on the disk ? i assume not because you have tried formatting it, but if you have create a back up.
go to your dos command window and run chkdsk on the external disk. this may tell you something. run a disk check program on it, eg seatools, hdtune. hdsentinel. i suspect that the hard disk is critically damaged (but maybe not). this might tell you if and which sectors are damaged.
if the disk is within warranty you should contact hitachi and try to get a replacement as soon as possible. (assuming it is a hitachi/hgst [wd] product)

Sorry, but your disk-drive has stopped working (compare it to writing in pen onto greasy paper, and then trying to read what you wrote -- you won't get 100% readability).
The only "good-news" is that the warranty for your disk-drive could still be valid,
meaning that Samsung will replace the disk-drive, at their cost.
If there is a physical damage on your hard disk then it will not cover under warranty...
If there is no physical damage then you will get a 5 years warranty...
The "format" has failed to complete, due to input/output errors on the disk-drive. It's time to buy a new disk-drive. If the "old" disk-drive is still under warranty, exercise the warranty to get it replaced.
Please try it on another computer. It seems to be a hardware issue with the drive in case you are hearing a noise coming from it. In case it is under warranty, please get it replaced ASAP.
delete the entire partition and do a quick format.... then do partition according to your requirement and try formatting... if it still says error, then use any disk formatting utility like partition magic and try one more time.... still problem then you should take it back for replacement if it comes under warranty period....

first of all here is the explanation of what has happened to drive c:
unfotunately the damaged area in your hard drive is in c most probably drive c is unusable any more .
the reason that u see 2 windows xp professional at start up is that there was an incomplete windows instalation in drive c.
i think drive d is safe but since the hard disk is still under warranty i strongly advice you to give it back and get a new one.
