It sounds like what is called a "convergence" problem; 3d looking with colors out of place etc.
Most of these sets use two of the STK-392-150 chips for this (see photo) and you can look inside to see which are in your set.
A pair of the chips on EBAY sells for about 13 dollars and the only other parts usually involved may be a resistor damaged when the chips failed----this is the exception rather than the norm.
If you or someone you know can solder, etc I can tell you the best way to get at the parts and everything you will need to do the repair; for me----I have repaired over 1,000 sets with this kind of problem.
I am attaching photo of typical convergence problem and what one of the STK chips looks like (chip is 2 1/2 wide/ 1 1/2 tall with 18 pins).

I just got done putting my panasonic 50 projection back together. There is a thermal cut off relay on top of your bulb box, can normally be seen after removing the back of the tv. With the tv unplugged make sure the area around this relay is clean of dust. If the simple fix dosn't work make sure your cooling fan is coming on with the tv.

Hi, I agree that the regulator IC is probably toast but you`ll need a service manual to figure the rest because none of the leds are on which means NONE of the secondary supplies are running, check the chemical fuses and I`m sure some will be open. you can go to encompass parts on the internet to order the sm, trust me you`ll fix it a lot faster, gl, video-tek
There isn't any reset button. All you have to do is to take out the power source.
Anyway, double check the wires... are you sure all are well connected?
