Question about Operating Systems
Hi, If this PC is only one week old I would be taking it straight back to where you bought it from as this is not a small issue and simply should not be happening on a NEW PC.
You should have plenty of warranty at least anyway.
Let me know how you go and don't let the sales people get away with anything, lol OK.

The system is trying to boot from the C drive i,e, the HDD, you need to continue after formatting from the CD/DVD.
Presumable it initially booted from the disk and you went through the procedure wizard of telling the computer to install a fresh copy of the operating system deleting any existing operating systems, and you didn't ask it to partition the disk and retain the OS that was originally on the HDD.
After formatting it should continue to install the OS on the drive you specified from the CD/DVD disk.
Start again you have nothing to lose as the HDD is now formatted and all previous information is lost, but this time read the screens that come up carefully.
One final point you did put the disk in then power up the computer didn't you????? not put the disk in and try and re install.
The computer has to be booted from the disk.
