With even a new battery, there is a hesitation or sometimes only a clicking sound when I attempt to start my 1990 subaru loyale . is this a solenoid or starter problem or both or ?

If the starter does not engage you will hear the "growling" in the cab which is usually the fuel pump and is a normal noise, more apparent because of the lack of engine noise. First thing to check is the wiring to the starter under the hood. If it is ok could be contacts in the starter solenoid , starter brushes or a"dead" starter. I would try tapping the starter with a SMALL hammer or the end of a I/2 inch breaker bar while having an assistant turn the key to attempt starting. Stand on driver's side, If spare is mounted under hood, remove spare. The starter is visible and can be tapped from there.
hi sounds like you have a loose terminal on the battery try tightening them up really tight and see if that helps. if not look for a loose or partly broken wire as that may cause it too. The only other thing it can be is starter motor on its way out, check the wires are tight on it, if they are it may need tested by an auto electrician or replaced
Age of vehicle would suggest excess play in the selector shaft. Adjust to remove "slop"
Wear in the Safety override Ignition start solenoid for Park/Neutral.

when the solenoid click but the start motor does not spin, then your battery does not have sufficient amperage or the starter motor is shot. the car is 20, either or both situations are possible and likely.
There are a few after-market sellers who offer door handles for most cars on ebay, reasonably priced. Go to www.ebay.com and enter "Subaru Loyale door handle" in the search bar. Alternatively, you can order one from a salvage yard, try www.car-parts.com. And of course, if money is no object, you can check with your local Subaru dealer's parts department.
Replacement is not too hard. You may be able to do it without even removing the door panel. There is a screw that holds the handle in the door. Undo it, then slide the handle back and forth gently to loosen it from its set holes, and pull it away from the door panel. Then unfasten the door lock connecting rod/hook from the back side of the handle assembly. Fasten the new handle on the hook, re-insert into the door panel, set the handle in place, and replace the holding screw.

have vehicle scanned for codes auto stores such as auto zone /advanced auto do it for free this gives u a starting point as for ur question about 25 different sensors there are about 60+ different codes and anything from bumper to bumper can set off check engine
It will probably cost you I'm guessing around $700 (including labor) if its a manual, more if its automatic. Subaru's are good cars and usually last out until, and sometimes, beyond the 300k mark, at least in my experience they have.
Have you checked your starter and battery ? Check that the battery is fully charged or jump the car with another one. If it cranks the engine and starts it is a bad battery and/or connections. Clean the cables.If it clicks only once, it is the starter. If it does not even move the motor. it is probably your ignition relay or the switch itself.
