It sounds like your PTAC (packaged terminal air conditioner) unit is malfunctioning. When the thermostat is set to heating mode, the PTAC should be blowing warm air, not cold air. There are a few possible causes for this issue:
The PTAC may be low on refrigerant. If the unit is low on refrigerant, it may not be able to properly heat the air.
The PTAC's reversing valve may be stuck in the cooling position. The reversing valve is responsible for switching the flow of refrigerant between heating and cooling mode. If it is stuck in the cooling position, the PTAC will blow cold air even when the thermostat is set to heating mode.
The PTAC's heating element may be malfunctioning. If the heating element is not functioning properly, the PTAC will not be able to heat the air.
I recommend contacting a trained HVAC technician to diagnose and fix the issue with your PTAC. They will be able to determine the cause of the problem and repair it properly.
there are two hoses that usually 20 to 25 mm thick that goes from manifold to you engine fire wall , before they reach fire wall you will see a silver can shaped object with a linkage attached , replace this unit. by removing hose clamps , you should see a choke type plate inside that is jammed or broken , usually closed which what stops hot water going through you heaters .

Your fan works, but I can't see your compressor working to compress the freon (or what ever is in there).

More than likely you have no gas. or fan on outdoor compressor failure. Check outdoor fan and see if running else may need gas. Gas can only be bought by refrigeration mechanics with gas license, so need a professinal. If you have lost gas, leak must be fixed first. many times when a unit has a defrost problem the coils freeze up and do not allow the fresh food side to cool properly...check for a build up of ice on the inside back wall of the freezer compartment. if there is a build up of ice, you have a defrost problem. Also, check to make sure the evaporator fan in the freezer is blowing the air into the fresh food side.
Sounds like the compressor is not running. This model had lots of problems with over heating. It also will never really blow more than a moderate cooling through it. Since you have cleaned all the filters and is still 100 deg, I believe the failure will be the compressor itself or the capacitor.
If you find an oily residue in the drain or on the pipes, it may have simply leaked the refrigerant out. Good Luck!
