You would setup Windows Server. Windows Server 2003 and 2008 Small Business Server comes with a license of Terminal Services Server.
You would first need to setup your Windows Server. Install it according to at least minimum requirements.
Make sure you assign this server the correct role. If this is the primary server and if you intend on hosting dns and dhcp on this machine, then please make sure you are assigning this server these roles.
You will need to create user accounts so that you can log into from your thin clients.
Next you need to run the install for Terminal Server.
Next you need to configure each thin client.
Next try to access each thin client via Remote Desktop as well as the server.
This is the basic run down of the process. If you do not know how to setup a server then you will need to ask that question as this is very detailed. Also you will need to be more detailed in your question as to whether this is a linux based network or a windows based network.
Hope this helps. Please don't forget to give me a good rating as well as your vote.
Neoware was acquired by HP in 2007 and they seem to have destroyed all Neoware references. That product was end of service in January 09. Their transition rules are at http://www.hp.com/sbso/busproducts_thinclient-HP-neoware-thinclient-migration.pdf, and the old manuals are at http://web.archive.org/web/*/http://www.neoware.com/support/documentation/manuals.html. HP also has manuals at http://h20180.www2.hp.com/apps/Lookup?h_lang=en&h_cc=us&cc=us&h_page=hpcom&lang=en&h_client=S-A-R163-1&h_pagetype=s-001&h_query=thin+client, ans specifically http://h20180.www2.hp.com/apps/Lookup?h_lang=en&h_cc=us&cc=us&h_page=hpcom&lang=en&h_client=S-A-R163-1&h_pagetype=s-001&h_query=thin+client looks promising.

You need to replace the 2mbit bios chip used by the WinCE Evo with the 4mbit one used by the NTe and XPe Evo, then you need an add on flash module, since the onboard flash is too small. After that, just find the OS file and flash away. You can find the OS files and a utility to flash from the HP support site. You'll need a crossover ethernet cable, not a patch cable, to do the flash.
