Dell wont display welcome screen after boot for 15 min.
When I power up my dell inspion 531 it will boot normally, but after the windows loading screen it goes black for about fifteen min. ten starts up normally.

You need to go into the Setup Utility or BIOS when the computer boots. You need to enable the computer to boot from the CD drive, and set up boot priority with CD Drive first, then Hard Drive HDD.
hello, sounds like memory issue, I would say if you have more than one stick of memory in it remove one at a time and try it again.
also while you are at it reset BIOS by remove battery from motherboard and/or switching jumper setting.
Hi, Does this happen regardless of operating system state? (e.g. if you interrupt normal booting to windows)? You could try booting from e.g. linux live cd to see whether the issue is operating system-specific or if it's caused by a hardware problem. I've seen very similar symptoms on several Thinkpad T41s where ATI graphics chips were failing, I hope it's not the case with your dell. Good luck, Raf
You cant get in safe mode because the PC hangs before windows ever try to start.
Try to press F8 multiple times but right after the Dell screen. Some computer don't like that you press F8 while the bios is loading and just hangs there, maybe its your case.
Power save settings or it may have an ambient light sensor that automatically adjusts the screen to "match" the surrounding light. Power settings in the control panel will hold the key.
The sequence is: a) The Dell bios splash screen is displayed, b) the screen will go black, c) the disk activity light will flash for about 5 - 7 seconds, then will remain off.
d) you force a power off, e) wait a few seconds, f) then turn the machine back on. g) The bios splash screen is displayed, h) then a black screen with white text is displayed, reporting that Windows was not shut down nicely and would I like to boot into safe mode or safe mode with networking, or others. g1) If you choose Safe Mode, Windows will boot up successfully. If I restart, the computer will usually (probably) boot into Windows fine. g2) If you choose Boot Normally, the computer will usually (probably) enter the black and hung state.
see if that helps and the if possible do a do a system restore to when the system was working correctly.
